He received his Bachelor of Laws from the University of the Philippines in 1953. He graduated Cum Laude and salutatorian. He took his oath as a member of the bar in 1954. He ranked no. 11 among the successful bar candidates with a rating of 91.72%. He made a perfect score of 100% in Commercial Law. In 1955, he obtained his Master of Laws from Harvard Law School in 1955, with specialization in taxation and corporate reorganization. He practiced for twelve years from 1954 to 1966 as a law partner in Ponce Enrile Siguion Reyna Montecillo Belo and Ongsiako Law Offices. He was also a Professor of Law at the Far Eastern University College of Law from 1956 to 1964. In January 1966, he entered public service as Undersecretary of Finance. Thereafter, he was made Chairman of the Board of Directors of the Philippine National Bank. He was also designated as concurrent Acting Commisioner of the Insurance Commission where, during his stint, he revised many of the rules and regulations to make the insurance industry more reliable and stable. Thereafter, he became Acting Commissioner of Customs until December 1968. While in the Finance Department, he was also appointed Acting Secretary of Finance and concurrent Chairman of the Monetary Board of the Central Bank of the Philippines. In December 1968, Juan Ponce Enrile was appointed Secretary of Justice a position he held until February 9, 1970. Thereafter, he was appointed as Secretary of National Defense until August 1971 when he resigned to run for the Philippine Senate. He was reappointed Secretary of National Defense inJanuary 1972 and served in that capacity until November 26, 1986. Juan Ponce Enrile is currently a Senator of the Republic of the Philippines with a six-year term from 2004-2010. He had previously served for two terms in the Philippine Senate, from 1987-1992; and from 1995-2001. He also served in the House of Representatives as Representative of the first district of Cagayan from 1992-1995.
Senator Enrile is affiliated with the Philippine Constitutional Association; Philippine Tax Institute, Knights of Rizal, Harvard Club of the Philippines, International Chamber of Commerce of the Philippines, Philippine Jaycees Senate and the Manila Overseas Press Club, among others.

ELEAZAR B. REYES

He obtained his Bachelor of Laws, Cum Laude (Class Salutatorian), at the University of the Philippines in 1971. He received his Bachelor of Arts, Summa Cum Laude at the University of Santo Tomas in 1967. He was the recipient of various awards and honors in the law school, both for academic excellence and leadership. He was a consistent member of the Order of the Purple Feather and is a member of the international honor societies of Phi Kappa Phi and Pi Gamma Mu. He served in 1970 as Editor-In-Chief of the Law Register, the official organ of the U.P. College of Law, and in 1971 as a member of the Editorial Board of the Philippine Collegian and Philippine Law Journal. He is a member of the Sigma Rho Fraternity. After placing twelfth in the 1971 Bar Examinations, Atty. Reyes joined one of the bigger law firms in the Philippines in 1972. He rose to become senior partner in 1980 until he became one of the original founding members of PECABAR. He has served as member of the Board of Directors and/or Corporate Secretary of companies engaged in varied areas of business such as banking, investment banking, telecommunications, insurance, broadcast media, car assembly and distribution, tourism services, marketing of consumer products, commodity futures trading and manufacturing. Survey reports of legal practice in the Philippines acknowledge him as among the leading practitioners in the areas of merger and acquisition and in commercial and civil litigation.
He has long been a member of professional and business organizations like the Inter-Pacific Bar Association, Philippine Chamber of Commerce and Industry and European Chamber of Commerce.

JESUS M. MANALASTAS

He obtained his Master of Laws from the University of Pennsylvania in 1977. He received his Bachelor of Laws, Cum Laude (Class Valedictorian), at the University of the Philippines in 1972 and obtained the second highest score grade in the Bar examinations given that same year. He received his Bachelor of Arts, Magna Cum Laude, at De La Salle University in 1968. He was the Editor-In-Chief of The La Sallian in 1967-1968 and Vice-Chairman of the Philippine Law Journal (UP College of Law) from 1971 to 1972. He was a consistent member of the Jose Rizal Honors Society at De La Salle and the Order of the Purple Feather at the UP College of Law. He is a member of the international honor societies of Phi Kappa Phi and Pi Gamma Mu.
Mr. Manalastas, original member of PECABAR, started his career in 1973 as an assistant attorney in a major law firm where he worked his way to full partnership in 1979. He is a member of the International Bar Association (Section of Business Law), and the Wharton Club of the Philippines. He is currently a member of the Board of Directors of Hotel Philippine Plaza, Financial Times (Phils.), and Norsk Hydro (Phils.).

REGULUS E. CABOTE

He received his Master of Laws degree from the New York University School of Law in 1973. He received his Master of Business Administration degree from St. John's University also in New York. He received his Bachelor of Laws in 1963 and his Associate of Arts decree in 1959 from the University of the Philippines. He was admitted to the Philippine Bar in 1964. After receiving his masteral degrees, Mr. Cabote worked as Senior Tax Specialist of Manufacturer Hanover Trust in New York. Upon his return to the Philippines, he joined SGV and Company as Tax Supervisor and was House Counsel for House of Investments. Thereafter, he formed the Cabote Ignacio Dizon and Dulce Law Offices.
Mr. Cabote joined PECABAR in 1993 equipped with a long experience in corporate and tax practice. He is an arbitrator both for the International Court of Arbitration (International Chamber of Commerce) and the Construction Industry Arbitration Commission. He is presently a Trustee of the Philippine Dispute Resolution Center (Philippine Chamber of Commerce and Industry), a Director of the Philippine Institute of Construction Arbitrators and the Tax Management Association of the Philippines, and a member of the Legal Management Association of the Philippines, Philippine Constructors Association, the Advisory Board of the Bataan Colleges and the Monthly Business and Tax Bulletin. Mr. Cabote is also a member of Board of Advisors of the Philippine Dispute Resolution Center, Inc. (PDRCI).
